From host9 cpanel, you can create or add new ftp account. Assign password to each account, and set directory root that the user can gain access to. Its the control that you limiting the browsing through the entire site. With cpanel control panel, you only have one cpanel account. There is no way to create multiple cpanel account user login. What you can have is multiple ftp accounts, each for a person. And limiting their directory root.

I created a ftp account for testing it out. It work just fine. Refer screenshot below for the add ftp accounts:

When you need to upload files to server, you will need to use an ftp account. Probably using ftp clients like cuteftp, smartftp or ws_ftp or filezilla to make ftp connection to server. And thus upload these files. Login through the ftp account you just added.

Alternatively you can use the file manager to do the file uploading. This file manager is part of cpanel tools. Its located next to the ftp manager.

Once you uploaded all your websites files to public_html folder, your website will be available online.
